My thanks to Eggedme for helping me find it.

The scene is from the 2010 Austrian movie "Die unabsichtliche Entfuhrung der Frau Elfriede Ott", and the caked actress is Monica Reyes.

I'm pretty sure there was something in addition with her talking, but maybe I'm wrong.
