I have no idea what this is called, but it is a fetish of mine. I've not really seen permanent markers used, but have seen a lot of Crayola markers used - probably still a mess to clean off, but certainly not as bad as permanent. It shows up quite a bit, but there isn't much devoted entirely to it.
If you are looking for any of that (with markers) - lostbets.com does it often (and you can see how it is not easy to clean up, as several of the girls appear in other scenes there with the ghosts of previous writing on them). Also wifewriting.com does some really good stuff with it (it is a hardcore interracial site).
Sharpies aren't that difficult to clean up. A few years ago I wrote on my wife using black lipstick (from Halloween aisle) it was fun, can't really call it wam though.
