For reference, my favorite producer is Messygirl, and I think people are aware of the level of her site, so it wouldn't qualify as the answer to this question.
I'm not sure how much people have realized how awesome gooeygirls-uk is. And as far as up-and-comers, I like Layla Moore and am hoping for good things from myPierogative.

IMHO it has to be HotWamHD (formerly known as KustardKing)... His videos are consistently high quality, and was the first producer I'm aware of to film in HD from the outset...
He is also one of the best producers of WAM-torture videos such as Lorna's Schoolgirl Bondage, Lane's Messy Bondage, & Penny's Bondage Punishment.
I would say GooeyPhoenix for the British producers cause she has produced some quality videos but rarely got a mention. From the North American producers, Layla Moore is someone I like that is up-and-coming & I also think the Custom Fetish (Formerly SoftFocus) has really stepped up it's game.
Sillyfilms I think hurts himself by "editing" the photos with white or black bars over the naughty bits. It has always been a turn off as a consumer. I have never purchased a vid because of this.

I have to agree - it took me a long time to notice his work, but some of the HotWamHD gungings are incredible. Jessie and Sophia in the gunge bath is a particular favourite.

You know the video's themselves aren't censored? I really like Sillyfilms' work, nice inventive low budget silliness.
Gungemistress.com - i no how hard Jonny Iain and big Dave and Ari put into the shoots having being involved in one of the shoots i just hope everything will get sorted for them.
Gunkedupgirls.com - again being involved with them there ideas are top knotch and they keep on trying to improve i can't speak of the last shoot but i no gunkedupgirls and donnylad work hard and are gradually trying to improve things and are more than happy to listen to feedback.
Dixie Comet has done some GREAT videos for those of you that like pie humiliation. And they exist in the same continuity. In other words, she plays the same character in each video and each video is a sequel to the last!
