OK, I know the first thing you are gonna say is "I need both!"
But what this poll is for is picking ultimately which is more important to you.
So imagine you have a pie scene with EITHER fantastic hits with meh or bad coverage/aftermath, OR a scene that has really weak hits and amazing aftermath that totally covers the face. Which is the scene you are going to prefer?
I'm sure most will say coverage, I would say both but if the hits are wimpy or held awkwardly I don't buy them. Coverage can be good or even great with shaving cream without a good hit but for me that ruins it. It also ruins it if the hits are great but the coverage sucks, I'd still vote hit though since that plays a bigger part for me.
I want to see some of that pretty face! A blob of whipped cream, shaving cream or anything else without knowing what's been hit isn't as much of a turn-on for me.
The pretend humiliation aspect is what does it the most for me, which is why I voted for the hit. To me, the harder the victim gets hit, the better! I absolutely love videos where the victim is on the receiving end of explosive, splattery hits that make their body shudder, their hair go flying, or their hands fly up in the air on impact. It's also why I love seeing people get caked - it's almost always so dense that the recipient writhes around from the force of the hit.
I always look out for it when I'm thinking of buying a video, and I always feel disappointed if the hits aren't firm enough. I'm a huge fan of Messygirl in part because many of their pie videos check all the boxes for me, from the big hits to the big splatters to the shocked reactions and, unsurprisingly, the great coverage.

Saw a video today of various people talking about getting pied and then cutting to them after having been pied, just faces covered in cream. Just ok.
I see other videos where the camera cuts away RIGHT after the hit (or the editor cuts the video right there) so you don't get to see any aftermath, just a tin covering a face and maybe some halo. Also just ok.
For me, I like to see someone getting pied and then reacting to having been pied. It's the whole situation, not just the substance.

So, but just to play devil's advocate, forget video for the moment. Just as a still image, would you rather have a jpg of your ideal impact with no corresponding image of the aftermath, or would you rather have a jpg of your ideal coverage with no corresponding image of how it happened?
Like, fundamentally I agree with you. A good pieing is good because it produces good coverage, and it's impossible to have good coverage unless the pieing is at least decently good. But personally I've seen plenty of pieings where the technique was good but the mess was bad, and for me the good technique doesn't rescue the bad result. (This is fairly common in televised stuff.) Whereas, on the other hand, I've also seen people with mediocre technique produce a great result because the pie itself sort of did the work for them, and to me a thorough slopping does make up for the timidity or ineptitude of the person doing the slopping. So, to me, even though the question is flawed, it's still answerable. Both the act of pieing itself and the result of a pieing are important to me, and the interplay between them is a third important element, but I think that a mediocre pieing with a great aftermath is hotter and more captivating than the reverse.

The still image thing is a very interesting point. I've been fooled more than a couple of times by a preview pic where the victim gets hit hard and square in the face, cream is splattering in all directions, only to buy the video and find that the hit wasn't as hard as the photo suggested, or that the coverage simply wasn't there. I guess that just goes to show just how hand in hand these two elements are!
