I have found that clip. The TV show is named Green Wing and the character is named Sue White, played by Michelle Gomez.

Apparently so. Still, not really a fan of how Moffat turned the Master into Missy.
Just because a Time Lord can regenerate as a female, doesn't mean they would.

And considering, in Classic Who, The Master was always hinted at being The Doctors Brother, all of the stuff between Missy and The Doctor just becomes outright creepy.

ok,Thanks to WetSneakers, i found the show and have clipped out all of the cake part. it was Season 1, Episode 4.

There was quite a bit more to the scene that wasn't in the YouTube Clip. she actually dives in a second time at the end of the scene.

I didnt bother doing anything to the sound, but other bits have been removed, such as focusing on the guy, and another random scene.
