I think the actress is Erika Hoffman, who played bitchy snob girl Lesley in Brush Strokes, and a pregnant German in a guest role in Only Fools And Horses.
I'm not sure it is Erika Hoffman, although certainly a striking resemblence - i really hope i'm wrong though, she was gorgeous in 'Brushtrokes'.
I remember seeing this advert once, & then trying to catch as many commercial breaks for the next month or so as possible to see it again (but never did). It came so out of the blue, just wasn't expecting that deluge of chocolate & only really half-glimpsed it. Rediscovered it a few years ago on YT, completely by accident.
I've often wondered how they 'sold' this to the actress, whether she loved doing it or if it was just 'a job' which she was getting paid for?

It may have been a combination ... she was paid for sure, however she might have loved the idea, otherwise she wouldn't have taken the job ... still one can think how many takes they needed to do in order to have the scene perfect ... you may notice her hair looks a little different right before she gets the chocolate dousing ... so she might have been "cleaned up" a few times ... that's when she perhaps didn't like it that much anymore

Well, see, when your chosen profession is "actress," but you haven't "made it" yet and are stuck doing commercial work, and someone offers you money for a TV spot, and you want to continue being able to afford the rent, and taking care of niggling things like "hunger" and "clothing," you tend to put whatever thoughts of "artistic integrity" you might have aside and just take the damn job.
I suspect the phone call went something like "We'd like you to be in a commercial for our client. The pay is SAG rate and they expect the shoot to take one day. Are you interested?"
