If one of the producers on this site came up with "Presidential candidate starts spraying whipped cream around at his office opening" as the basis for a scene, we'd all think it was too contrived!

Normally, a statement like that would prove to be clickbait, but in this case, I think it might actually be an understatement. That pic looks less like an image from an political event than it does either (1) a screencap from the opening moments of a political-themed m/m porn shoot or (2) a "Find the Freudian Imagery" activity in a psych book.
The candidate (dressed in a power suit) is (pretty aggressively) wielding what basically amounts to a large metal phallus and literally spraying (quite a large amount) of _cream_ into his much more casually dressed supporter's mouth. The supporter, meanwhile, isn't just taking the cream, so to speak. He's doing so with his head tilted back, his mouth open as wide as possible, and his eye closed.
Both men are wearing items with the candidate's catchphrase - MATH - on them. The candidate is wearing a lapel pin; the supporter is wearing a cap. In the candidate's campaig, MATH is an acronym for his catchphrase/slogan "Make America Think Harder." Normally, that'd be a pretty innocent phrase, but in this context, "harder" seems to imply something a bit more "physical" than mental.
You might expect someone - anyone - to be laughing at this (which I would assume was meant to be some sort of ill-conceived joke). Instead, both of them have facial expressions that basically make them look the same way I imagine they look when they cum.
And then, to make it even more interesting (or awkward, depending on your viewpoint), a third man is standing behind them with a look of confusion on his face, while a fourth man records the entire incident on his cell phone.
I'm not sure what Mr. Yang intended to convey with this...uh...moment, but it's certainly one of the most interesting (intentional) political images I've seen in my lifetime (even if it does look like he's only about fifteen seconds away from unzipping his pants and sliding his cock into that guy's mouth).
