It seems as if most wam material is produced in the US, UK, Japan, and Hispanic countries, and I was curious whether there might be cultural reasons for that. I've never seen any French wam for example, nothing from Africa, nothing from Russia, nothing from Australia. There seem to be loads of cultures with almost no wam output, and other countries where it's much more popular. Any theories why that should be?

I think there used to be commercial wetlook producers in Australia, the whole AllWam empire is based in Eastern Europe, and there used to be a Hungarian producer I think.
But the overall scene does appear to be dominated by the UK, USA, Western Europe (oddly, more the northern, colder countries than the hot southern ones) and Japan.
Certain locations do seem to have a much higher interest in wam. At least I have noticed that most people who purchase my wam videos on clips4sale are either from the UK (mostly England) or Japan. There may be a cultural effect but it's hard to know for certain. It seems in the US a lot of wam fans first discover their fetish by watching game shows where people get slimed. If you don't have exposure to people being slimed/gunged then maybe you would never realize it's an activity that you find sexy.
Tarzan (wetlook and occasional mud) is from Russia. There are (not surprisingly) a ton a wet and muddy winter clothing fans from the colder regions of Europe and Asia. They just don't post here.
A. I think Foxy is actually French Canadian/ Quebecquois.
B. There is also the language barrier for much of the world.
C. This seeming absence (at least from our perspective) of many parts of the world seems to be pretty common around the web as a whole. I think the cultural differences that make this so definitely have to do with far more than WAM.
Might have its roots in vintage US comedy in our case.
In regards to Russia though, you'll find night clubs imitating the old game shows Давай на Ñпор (I Bet You Will) and Деньги не пахнут (Money Does Not Smell) are a big source of WAM to this present day. Here's just a few of the pictures I've found over the years. Some are from similar events that translate to things like "Big Jackpot" "Greed for Money" etc.
There's definitely mainstream "WAM" and "wetlook" from the places mentioned in the OP. It's just a case of looking for it. As for a cultural thing, if I remember correctly there is a heavy slapstick element to a lot of pure comedy in the UK that may carry over into WAM there. For example, I can recall a few Monty Python and Benny Hill both had segments that were WAM slapstick.
