Can you unblock someone you have blocked?

Yes, by editing your profile and going to the Subscriptions tab. At the bottom there, you will see all your filtered users and can remove the filters. As a shortcut, see at the top right of the forum where it says "filtering x users"? Click that and you'll be taken right there.
