My understanding is that, while raw eggs do carry a risk of salmonella, most chickens are vaccinated against the disease and so the chances of any one egg being infected are quite small nowadays. The official line is that you shouldn’t eat raw eggs, but plenty of people do and haven’t had any problems!
I tend to mix raw eggs and oil into my cake mix, although I haven’t tried it with just water so I can’t say for certain which I’d prefer. I haven’t actually eaten much of it, but on the few occasions that I’ve used batter, I haven’t had any health problems afterwards. Really, I think a bit of licking or mouth filling would be absolutely fine, as long as you don’t go overboard!
